ActiveSync 4.1 Error 80072EFD

I am trying to get a PDA phone to sync with Exchange on a SBS 2003 via a USB
connection on a PC. The PDA appears to be communicating properly with the
PC, and you can copy files back and forth from the PDA to the PC. However,
the exchange sync results in the error 80072EFD. I would think it was
something to do with the PDA or the Exchange server, but the PDA can be
successfully synchronized using another PC. So, I would assume it's
something to do with the PC settings. The PC was running Win XP Media Center
Edition, but was recently rebuilt with XP Pro SP2. But, that didn't fix
anything.

Does anyone have any suggestions?

This error corresponds to:

The attempt to connect to the server failed because a connection to
the network was not detected.
- OR -
Synchronization failed. Information cannot be synchronized because a
connection to the network was not detected. Check your device
connection settings

Can the computer you are using connect to the Exchange server? Can you
access servers via IE Mobile while connected to the desktop (ie go
into IE Mobile and surf the web)? Are you using any VPN software or
connected to any VPN when synchronizing?
