ActiveSync window always on top

Here is an interesting problem that I have had with ActiveSync for quite a
while (and for several releases of ActiveSync). At some time, for no
apparent reason, the ActiveSync window decides it wants to be on top of all
other windows on the screen. This may be cured by killing the wcescomm and
WCESMgr processes and restarting ActiveSync, but I haven't found a less
drastic work-around yet. Any suggestions?

Are you able to minimize the window? I can minimize it on my end.

I can indeed minimise the window, but when restored it still wants to be on
top.

If I start Windows Task Manager and select Options>Always on Top it does
indeed go in front of the errant ActiveSync window, but all other windows
still cower behind it.
