activeX - the devils loop in IE7

This is really frustrating. Trying to install the new WinInstaller. The
yellow bar tells me to install activeX. Ok - then tells me it wont do that.
WELL - tools - security turns off everything. Gives me a lot of warnings, but
install ActiveX from MS - NO

IE7
Vista U. 32/x86

Can anybody help me, or am I the only one experiencing this?
