"Your security settings do not allow websites to use ActiveX controls
installed on your computer. This page may not display correctly. Click here
for options."

I've been researching this and have tried everything.

I have administrator access

downloaded updates can't install I managed to do ie7 by installing the
ie7.cat certificate in the local machine store specifically.

I tried the registering of crypto dlls. I tried deleting catroot2 folder.

I exported another machines certs and imported them into this one.

>> I've been researching this and have tried everything.

Since you haven't specifically stated what 'everything' might be:

Error message when you scan for updates on a Windows XP Service Pack
2-based computer: "Error number: 0x8DDD0004"
http://support.microsoft.com/kb/914227

Error that you see in the upper-right corner when you visit the Windows
Update Web site on a Windows XP-based computer: "[Error number: 0x8DDD0004]"
http://support.microsoft.com/kb/914224

>> downloaded updates can't install I managed to do ie7 by installing the
>> ie7.cat certificate in the local machine store specifically.

I take it the issue existed in IE6, correct ?
What is the installed antivirus software and was it monitoring the
system when IE7 was installed ?
Is Spybot installed with TeaTimer enabled ?

You can also try this ... open Internet Options in the Control Panel.
Click the Programs tab, then the Manage Add-ons button
Locate the WUWebControl add-on and click once on it to highlight it
Now click the Update ActiveX button
Did that get it updated ?
Check in %windir%\system32 to see if wuweb.dll is now at Version
7.0.6000.381

I have yet to try your suggestion but will. Comments in line. Thanks
for reply. I'll get back.

actually I did have a different error 8009???? I forgot but did research
that as well as other activex and wu problems and got to the end of my
rope a little too soon and didn't even check this error. I'm not really
sure anymore about what all I did but it was a lot

some of the instruction involved deleting catroot2 and that was not
possible without going into recovery console. But I can't say if that
change the error code to this one.

My ie7 only partially installed. Tabs are disabled, and the new button
bar is non existant and no way to customize the buttons (which are not
existant)

I think there are some more subpieces of the ie7 download that I
couldn't install certificates on. And I'm sure my certificate file is
not right.
Under msinfo32 ie settings. The security lists internet zone as
unavailable. The content doesn't show any certificates and the
publishers should have microsoft listed at least. These do show up in
the internet settings content tab

no antivirus. Yes it did occur in ie6 but I have autopatcher from 2/07
and those upgrades weren't working. I went to microsoft to update and
began running into problems, downloaded ie7 and etc.

This machine is 2004 but has not been on the internet except for email
checking so there have not been any updates. sp2 was preinstalled along
with xp.

early on in my trials, believe with ie6, the activex control tried to
download and install but didn't and ever since I got ie7 up and half
running, activex won't even run so my wuweb.dll is 2006 issue I don't
recall the ver 6.x

If necessary I can copy my other computer's weweb.dll and register it
but it doesn't show up in ie7 list of addons so I can't imagine that
will be a good solution. There's wuapi and probably a lot more files
that need to install properly. No use adding on my problems.

nothing worked.
under msinfo32 internet explorer-content-publishers none are listed.
under same-security- internet zone-'not available'

although I am under the admin group there are indications windows is
restricting my access to activex as if I do not have permissions.

Tell me if you know. Should I follow the kb article to reset my SAM account
to the 1stboot. This would be preferrable to doing a reinstall. I'm
assuming the SAM hive is where all user permissions are set.
