add/delete users

Im new to computers. I have an administrator and a user. I want to make
the user the administrator and visa versa. It wont let me do it. It also,
will not let me change the user name of picture. I am lost as what to do.

You have to change the privileges under a Administrator account, log into
your Standard Administrator account, open Control Panel > User Accounts >
select the account you would like to edit and apply the necessary
privileges.
