Add support for Ex2003 System Manager

What is the rationale for not supporting this essential admin tool, besides
wanting shops to upgrade? Are there that many shops running Ex2007? From an
admin standpoint, there are absolutely zero reasons to use Vista in a 2003 AD
environment. Forget the new icons and shiny interface. Vista, in it's
current state, is unusable.
