adding certain priveledges to standard users

I would like to allow one of the standard users certain priveledges, such as
installing new programs, but not allow them to change security settings or
settings for other users or administrators. How can I customize the
priveledges allowed to a standard user? Can I at all without disabling UAC?

You may be able to accomplish this with the Group Policy Editor, but this
depends on which version of Vista you have installed. You didn't mention
which version you are using?
