Maybe I'm missing something, but dragging a .wpl into the media player
(or shellexec'ing it) just starts the playlist.

You can create a new playlist, Ctrl+A, drag/drop, and there it is, but
where is the "add the currently playing .m3u/.wpl" as a new playlist
feature?

Simply moving the playlist to your "My Music" folder (or My
Music\Playlists), should be enough for WMP to add the playlist to its
library.
