Admin. Accounts

I have been having the same problem & I have even tried to right click & run
as Admin. only to get a message saying Refusing or you do not have admin.
rights to run this program!!
I have been pulling my hair out ever since I up-graded to vista!!
Do any of you have any more suggestion on how to fix this problem??
