Admin only update error on 98SE

I'm running Win98 SE (not XP), on a standalone system (i.e. no network and no
network admin), but when I try to access Windows Update I'm getting
"Administrators Only: To install items from Windows Update, you must be
logged on as an administrator or a member of the Administrators group. If
your computer is connected to a network, network policy settings may also
prevent you from completing this procedure."

http://www3.telus.net/dandemar/updt9xad.htm doesn't help.

http://support.microsoft.com/?scid=kb;en;316524 doesn't help (please stop
telling people using 98 to look at this page -- it's a waste of time because
it doesn't apply to 98)

Does anyone have a fix for this that *does* work on 98SE?

I know that article 316524 isn't for 98SE, but when I read through the forum
before posting I'd noticed that several people recommend it for 98 users
having this problem anyway, so I wanted to keep anyone from wasting their or
my time by suggesting it.

Another cause for Administrator only message can occur if a program on your
computer is intercepting the Windows Update process.
It may be worth checking out this article

I don't use any Web Accelerators or Download Assistants, and turning off AVG
Free (my antivirus) didn't help :-(.

I may have forgotten to mention, turning off ZoneAlarm (firewall) doesn't
have any effect, either.

WARNING: Using Registry Editor incorrectly can cause serious problems that
may require you to reinstall Windows 98/ME. Microsoft cannot guarantee that
problems resulting from the incorrect use of Registry Editor can be solved.
Use Registry Editor at your own risk.

2. Navigate to the following key:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Curr entVersion\Policies\Explorer

3. You should see a key called "NoWindowsUpdate".

Check the data value for this key. In order to access the Windows Update
site, the data value should be a zero "0". If the value is set to a one "1",
then your PC is currently configured to DENY access to the Windows Update
site. You need to change the value of this key to a zero "0" to allow your
PC access to the site. To change the data value, double-click on the key
name and set the value to a zero "0".

4. Once the data value has been changed, close the registry editor, reboot
your PC and try the Windows Update site again.

If after verifying that the NoWindowsUpdate key is set to a zero "0" and
re-booting your PC you are still seeing the Access Denied error on the
Windows Update web site, then try these steps:

1. Open the Registry Editor.
2. Navigate to the following key:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Curr entVersion\Policies\Explorer

3. Select the "NoWindowsUpdate" key and Delete it.
4. Close the registry editor, reboot your PC and try the site again.

This may be the easiest fix for you. Click Start, Log Off (username)
When Windows restarts and the logon box appears, enter "Administrator" (without the quotes), and
don't enter a password, just leave the box blank and click "OK".

As I think I already already mentioned, turning off the firewall didn't
help. I'm not sure how to create another account -- or is that an XP thing?

This isn't the message I'm getting. I'm getting "Administrators Only: To
install items from Windows Update, you must be logged on as an administrator
or a member of the Administrators group."

fermu suggested
http://support.microsoft.com/default...b;en-us;228548 yesterday; I
already noted that the referenced registry keys don't exist on my system so I
can't change or delete them.

Still working on it...

Nope, didn't help, I'm still getting "Administrators Only."
