I have two accounts currently on my computer who are being treated like they
are standard accounts with a bunch of additional restrictions, here are two
of the restrictions that popped up mysteriously:

1)can't change settings
2)can't Download anything

if anyone knows how to fix this problem please reply to this message.

Have you gone through control panel>user and set a password. You must have a
password to be an administrator WITH RIGHTS...thats the key. You may think ur
an admin but its in name only.

Hello,

In Windows Vista, even though you are running as an administrator account,
programs are locked down as a "standard" user unless you explicitly unlock
them. Some programs will ask for you permission to "unlock" them and give
them full access to your computer ("Windows needs your permission to
continue"), other (usually old) programs you will need to unlock manually by
right-clicking them and clicking "Run As Administrator".

If you could be more specific as to your problems, as in what EXACTLY you
are doing when you hit an error and what error messages you receive, we may
be able to help you.
