Correct, you have to run the tool you want to access that file with as
admin.
Use the example I gave and open an "admin" explorer:
- Click start
- Type explorer
- Right-click windows explorer when it comes up, click Run as Administrator
Then you will be accessing all of your files with full admin rights, but
only from inside that window. So, double-clicking that file will work
It is kind of like having a "root shell" in that "other" operating system,
except it's graphical.
Alternatively, you could open notepad as admin and then open the file from
within notepad.
