Is it possible to give my son admin rights so that he can downloa
files, yet make it so he *cannot* remove security settings and parenta
controls?

Yes, make him an administrator, he can then do as he pleases. You may also
give him the keys to your house and car.

What do you think the term "Administrator" means??? The Administrator is the
boss, the living god of the computer.

One need not to be an administrator to download files.

A standard user account can download files. No need to give admin rights.
