I have new computer and new vista system. After I installed Photoshop on
system I can only run Photoshop by right clicking on file and "run as
administrator"

That would be because that version of PhotoShop has been properly
designed to work on Vista. Contact the makers of PhotoShop and ask them
when they're going to provide a Vista-compatible version.

Photoshop CS2 works with Vista (I use it) and Adobe says the Photoshop CS3 is
the Vista compatible version. You didn't mention which version of Photoshop
you have.
