Administrator policies that need to change

when i try to uninstall a certain program i gave system adminstrativ
control to before when i didnt know what i was doing a window pops u
and says that the adminstrator set policies to not allow th
installation or uninstallation of the program i tried many differen
ways and in doing so deleted all the files but the program is still o
my computer can anyone tell me if its possible to still get rid of th
program and if so how
