What is Administrator privileges?

I found I need Administrator privileges to be able to get the ActiveX
utility. I own this computer, so how or where do I find out about this? I am
having a dreadful time getting this computer to work.

The precise fix depends on your operating system.
If you are using Windows 2000, XP, 2003 etc, you should be logged to an
account with Administrator access.
