I could understand getting that message if I were attempting to update a
WinXP or Win2000 machine ... but I'm working with a Win98SE machine that
apparently has delusions of grandeur. Can anyone out there explain to me why
I'm getting this message, and what to do about it? None of the MS-offered
fixes seem to apply, because they're all intended for actual XP or 2000
machines ... not my poor 98!

Under Win98 is posible implement some policy settings using the regedit
editor, so go to start /run and type "regedit" (without quotes) navigate
to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\Explorer\

And see in the right panel if a NoWindowsUpdate value exists and delete it.

Also, see if the same value exists under the key:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Curr entVersion\Policies\Explorer\

Thanks so much for your speedy response ... but I had already tried those
two keys ... without luck ... the Policies\Explorer keys don't exist!

I am having the same problem in Win 98se. Are you having any problems in
Windows Explorer when using the view as Web Page mode?

Have you looked here:

It's old but it might assist.

Yes I have had both these problems since downloading the last 2 critical
updates especially 896688.. After pulling hair out for 3 days (now bald) and
exploring most avenues mentioned I finally Restored my oldest Registry Backup
of the 5 saved by Microsoft and installed that in DOS mode. Seems to have
cured it as everything went back to normal after a reboot. Just in case I am
manually also saving the Registery on disc just in case I have been too
optimistic. So far so good!!
