I see some posts saying that AD Rcycle Bin should be enabled using PS
cmdlets on the Schema Master...Enable-ADOptionalFeature -Identity
<ADOptionalFeature> -Scope <ADOptionalFeatureScope> -Target <ADEntity>

Is that correct, if so what is reasoning behind this?

There wasn't time to release a gui and make the release date, so you have to
use a command prompt within PS to enable this.

Thanks Paul!

The question was more about, is there a recommended DC on which this had to
be run? Like Schema Master/ PDCE etc?

No there isn't. Just enable it on one of the DCs (I'd prefer one of the
forest root DCs if you run a multi-domain forest).
