Adressing a local http-adress from the Browser + Vista

Hi!
Not sure in which forum to ask this question.
In order to get an identity from a smart card my application has to post a
message to a local adress (http://localhost:3495/security-layer ..... etc.
I always get the error "Access denied".
I am using Live One Care, but even if I switch the firewall off, the error
persists. Windows firewall is off too.
What do I need to modify that this will be possible?
