Advanced Inbound Firewall vs. File/Printer Sharing

From a Vista Business system, in Windows Explorer, I want to be able to
access shared folders on other systems. I find that I can't do this if
Outbound connections are blocked in the Local Security Policy. It seems like
it should be enough to set all the exceptions for File and Printer Sharing,
but in practice, this doesn't help.

Oddly enough, everything works OK if Outbound connections are Not Configured
in the Local Security Policy, but Blocked in the Windows Firewall with
Advanced Security.

Does the Local Security Policy not allow for exceptions or something?
