found a program that managed the in/out filter rules for you.
much easier than trying to create them yourself.
VistaFirewallControl-Setup-x64.exe
this is the one I used, there should be a similar for 32 bit.

No such file found, at least not in Home Basic 32.

There are two interfaces for Vistas built-in firewall:

A simplified one accessed through the Control Panel that is the only one
most people see.

And the more advanced "Windows Firewall with Advanced Security
(WF.msc)," accessed via the Start Menu's Administrative Tools folder,
for the experienced user who wants better control.

Excellent. This enables our IT to generate a set of rules and
policies appropriate to our operation, then import it to each
computer in the system - achieving standardization and
simplifying troubleshooting.

THANKS!

google for it and download it.
only problem I found with it, is the changes made are not automatically applied.
you have to exit the program you change the rules for and run it again for the rules to apply./
