aero not an option

Same hardware, same drivers, a fresh Vista x64 install on a second partition
had Aero enabled as an option.
Is there a way to debug or troubleshoot and determine why Vista is not
allowing Aero?
All relevent services are running and registry entries are correct as far as
I can tell.

have you installed the latest driver for your graphics card?

Some programs do NOT work in Aero. Therefore, if you are running one of
the ones which do not work in AERO, they will run without Aero.
Basically, this means any program which was released previous to Vista
and does not work with Themes.
