After imaging, all updates are gone

I'm really banging my head against the wall on this, any help would be
greatly appreciated.

We have to create a new baseline image, and on it, I install all the Windows
Updates. I've done this for 16 months without a problem on our old image,
but I'm starting from scratch.

Now, after downloading the image on a new PC, it has to re-download all of
the WSUS updates. I put them all on the baseline image, but every time I
download it, it still needs to pull down 120 windows updates.

Any thoughts as to what exactly Sysprep could be doing to cause this?
