After SP2, cannot access Hotmail or Payp via IExplorer or MSN Expl

Ever since I installed SP2, my wife and I cannot logon to our hotmail
accounts. We input the logon info but it does not logon.. MSN explorer has
the ability to try by itself and it retries a bunch of times before it times
out. I though it was isolated to hotmail, but by wife tried to logon to her
Paypal account today and could not.

This is with different accounts on different pc's (both have sp2).

The strange thing is, we CAN logon to Hotmail is we use the Mozilla browser.

This leads me to believe it may be something with SP2 and its security
settings. What do I need to change to get this working ?
