I got the same problem a few days after upgrading from XP to Vista Home
Premium. Restarting in whatever safe mode available did not make a
difference. I inserted the Vista CD, but the computer apparently did not boot
from it. However, on restarting for the umphth time, it did seem to go back
to normal, for reasons beyond my comprehension, after all it had been
configuring and restarting for more than 10 hours (my daughter had started up
the computer while I was at the office, and it immediately entered inotm this
loop). Anyway, maybe unwittingly I did something right.
