I found this fix thanks to this link.

so far this is working. At least for my first ones. also if you open a
certificate and find the cryptographic error. You can see the effect by
changing this policy and the certificate error is gone as well as the other
update problems. I don't remember resetting my computer but I was trying to
set it up for multiple users although I had no logical reason to change this
property.
to sum up
RUN->C:\WINDOWS\system32\gpedit.msc
follow tree as follows
Computer configuration--windows settings--software restriction
open up 'trusted publishers' and set for end users
Hope this helps someone because I spent a long time trying to find an answer
to this.
