Maybe they calculate it differently and maybe they have a different scale.
Vista and Windows 7 are two different products. Is it possible they act
different?

Hello Jon,

In Vista the WEI score will only go up to 5.9. However, you could use
this just to make it have the WEI number you like, but it will not be an
accurate rating since it is just for show.

Hope this helps,

The WEI index has been changed in Windows 7. The top "score" is now
7.9. The way certain hardware performance is calculated has been
adjusted to take recent hardware into account.
