all windows full sized to all but 1/4 inch at bottom

I suspect it was an update, I've had 1 today, and some last week, but all
windows , 1st boot of the day are all windows full sized to all but 1/4 inch at
bottom.
remove the full screen click, and it won't allow me to resize beyond that1/4
inch either.
the desktop covers the full screen, it's just open windows of programs that
can't fill the entire screen.

How do I get the 1/4 inch back ?
