All Windows Update Patches fail to download

What could be causing this. I run the "Custom Installs", select the high
priority patches, click on "Go to install updates", click "Install" and watch
as each update fails to download. Then a window come up saying the updates
were unable to be successfully installed. The installation history page was
of little help.

For WinXP, try re-registering the dispex.dll
Start/Run and type in: regsvr32 dispex.dll
Press OK

I have tried more things than I can list. From unregistering and deleting the
iu**.dll files and regsvr with /u.... to verifying every setting and
verifying the non-existence of anti spy software. This PC is a brand new
install with almost nothing loaded on it so I have decided to wipe it out and
rebuild. Thanks to those of you who took a stab at the problem. I appreciated
the help and stored the info to have available for future update failures.
