Am I supposed to have a Popup Protection Bar?

I finally installed SP2 and at first had a popup protection bar that had a
shortcut on it to Windows Marketplace. I deleted that shortcut, and now I
just have a Links bar but no popup protection bar. I went to Tools>Internet
options and it is checked on "Block Popups" but still, is there supposed to
be a separate Popup Protection Bar in addition to the Links Bar? If so how
can I get it back?

When pop-ups are blocked, the Information Bar will appear.
