annoying bug in Adjust Visual Effects in standard user account.fix

Ok the adjust visual setting is useles in standard user account even when
putting a administrator account. When turning off the computer the visual
setting is not remember. In order for the setting to be remember user must
turn off the User account control first then change the visual setting. Bug
like this will prevent user from using the standard user account. Plz let me
know if Microsoft release a fix for this.

I'm using a Standard account every day, and my desktop and user settings are
remembered correctly.
Which visual setting is not remembered on your Vista?
Have you used a registry cleaner? ccleaner and all other registry cleaners
damage the registry in this way.
