Another 8024402C error

I cannot for the life of me get Windows update to work. I keep getting
8024402C errors. I first got the error under Win XP SP1, and it happen right
after windows update updated my update software. I have since installed SP2
from CD, but no change.
I do not use a proxy server, though we do have one here. It works for
everyone else. I have tried to use it, but it did not help. Auto-config is
unchecked.

The odd thing is that if I look at the windowupdate.log it references my
proxy server, even after I ran proxycfg -d just to make sure. I have also
searched the registry and can find no reference to my proxy server.

My dll's are all at version 2182, with the exception of the wuauserv.dll
which is at 2180.
