Another Installer 3.1 issue...

Hi,

I've read through the various threads here regarding not being able to
install Installer 3.1 and tried the solutions but nothing works.

This all started because I was having problems installing Money 2006
Deluxe. After working with MS and Dell support here is what I've done and
where I stand...

MS and Dell said I couldn't install Money 2006 Deluxe because the security
settings in IE were corrupted and needed to be repaired, here is what I
tried based on their recommendations:

1) tried uninstalling and reinstalling, that didn't work
2) tried installing it after booting in safe mode, that didn't work either
3) did a repair-reinstall of Win XP SP2, that didn't work AND NOW I CANNOT
INSTALL ANY UPDATES ON MY COMPUTER

When I go to the Windows update page the first update it finds is MS
Windows Installer 3.1, it has tried to install that several times but it does
not work. There is no error code when I click on the little red X on the
history page. I have also tried downloading v2 to my desktop and installing
(including trying to install in Safe Mode) but nothing works.

I get the same message every time: KB893803v2 Setup Error Access Denied.

Any ideas?
