Anyone else have this problem with KB839645?

Every time I install this update, it trashes all the other user profiles
except the one
used to actually install the update, weird. . .
I don't get any error messages that indicate a bad install either
I suspect it is a prob with the new shell32.dll that gets installed since
the problems with the other user profiles are desktop & icon related:
taskbar visible but no toolbar icons, missing Start button, empty Start menu
(via ctrl-escape keys), desktop icons drop down to 16 bit color. . .
Any / all solutions / recommendations would be gladly appreciated. . .cil
