Two points:
1. The issue with not seeing all 4GB exists only on 32-bit Windows,
and not with 64-bit Vista.
2. SP1 changes the amount of memory reported on machines with 4GB
installed, but it does not change the amount that can be seen or used.
Personally I think this was a very poor change to have made. Yes, it
stops a lot of the questions asked like "why can't Vista see all of my
4GB?" but it does so at the cost of misinforming and confusing users.
If Vista said it could only see 3.5GB on your computer before
installing SP1, 3.5GB is all it can see after installing it.
