Anyone know why this happening on one system only?

I can seem to find a solution to this issue. Nothing here on the forum or
elsewhere. It is on a Vista SP1 system on a small 5 system network with not
a lot of activity. The other two Vista systems are fine. All systems except
for this one are downloading from our internal WSUS and never fo to MS for
anything.

Did you search in here for "due to regulation"?
Regulation just means that the server is busy, try later.

Is your WSUS the problem then? If so, you are looking
in the wrong newsgroup. Otherwise, taking your statement
literally might also lead to a different explanation... <eg>
