Anyway to turn of update pop up for non-administrators

Is there any way to turn the automatic update pop up off for non
administrators. The restart now/later buttons are grayed out but users
cant gid rid of it. Is there anyway to turn this off without turning
off automatic updates in 2003 server.?

You can set the NoAutoRebootWithLoggedOnUsers value set to 1 (true) in a GP
that may stop this behavior.
