Not at all normal. I would check the UPS device with another system, even a
lamp would tell you if it was a broken device. If not, it would probably be
the driver for it.
Go to Start/Run, and type DEVMGMT.MSC , highlight the UPS device, Action
menu, "Uninstall", (do Not put a check in 'delete driver") then Action
menu,"scan for hardware changes", to find the device drivers again
automatically.
