app registration won't stick

On a new Dell with Vista, I transferred over my old UltraEdit text
editor. The registration serial is accepted, I restart UltraEdit and all
is okay. But when I restart UE once again, I have to re-enter the
serial. It goes round and round. I never had this problem over the years
on XP. It seems odd. Any fix for this?

This blog describes the same problem. But his solution (running UE as
administrator to enter the numbers) doesn't work for me.
