In Internet Explorer there is a Java applet that runs when going into a data
access system provided by a company. Recently we have seen a popup box that
says "this application will be run without the security restrictions normally
provided by Java". It goes on to say that the digital signature has expired
and the digital signature was generated with a trusted certificate.

Does this mean the Java applet is no longer signed? Is there anything we as
clients can do or does the creator of this application have to get this Java
applet resigned or issue a new certificate or something?

Yes, tell the applet's Java developer about this. Stop using the
application until this is is resolved.
