Hi,
It comes up because the file is either missing or damaged. If you are using
a third party firewall, then it may be blocking that file from executing as
most suppress the native firewall to prevent conflicts. If you are using the
Windows firewall included in Vista, then you should run sfc /scannow from an
elevated command prompt to repair or replace this necessary system file.
