Install error messages are really just binary flags which give the best guess
at a reason for why it failed. Therefore if the reason is nonsensical
it is up to the user to figure out a better reason. E.g. using the messages
in the install log, a verbose log or any other aid to an analysis.
My guess would be that you could have some modules which are *too*
up-to-date and the install program didn't anticipate that, so, using the binary
logic of fail with the best guess, it is acting as if those modules are really
*less* up-to-date than it was expecting them to be, hence you don't have
the pre-requisite, SP2, etc. It would really help if the the install program
would do just a modicum of analysis before issuing its error messages. ; ]

I suspect you would get more knowledgeable help from a Project NG.
This really isn't an issue about WU as much as a setup issue for Project.
