Hi,
Permissions are there because anything in the C:\Windows directory would be
a protected folder. You would need to alter permissions, and have it
propagate to all containers and objects to remove any sub-folder. Be aware
though, that if it's a system default folder, ie: part of Vista, then you
will not be able to permanently remove it (if you delete it then it will
just be recreated by system file protection).
From a C:\Windows> command prompt, you could use:
icacls <folder> /t /g <user>:f
