approving patch without test to testing environment first

Hi,

Currently we are deploying WSUS 3.0, there is an auto approve configuration.
I want to set an auto approve to "critical patch" and "security patch". The
question
1. is it safe to approve and install "critical patch" and "security patch"
without testing first in testing environment?
2. is there any documentation/white paper/link that critical patch and
security patch is safe to deploy directly to production environment?
