Is this in Vista or XP ? If XP, go here, read the page, and then
download the .NET Framework cleanup tool -

Run the cleanup tool and have it remove .NET Framework 3.0 ** ONLY **
If you get a message that it can not be installed and to view the log,
leave the tool open and reboot the system.
Redownload .NET Framework 3.0 and SAVE it.

Create a folder on the root drive [the drive where Windows is installed
to] and name it DotNet.
Move the .NET Framework 3.0 installation package
[ dotnetfx3setup.exe ] to the DotNet folder.
Close ALL open browsers and programs, ESPECIALLY anything associated
with Intuit.
Install dotnetfx3setup.exe from the DotNet folder.
Reboot after it installs.
Now download .NET Framework 3.0 SP1, SAVE it, then move it to the DotNet
folder, too:

Close ALL browsers and programs, then install dotnetfx30SP1setup.exe
from within the DotNet folder.
Reboot if requested to.
Did that get it uninstalled/reinstalled ?
