AU disabled and greyed out.

Auto Update has been disabled and greyed out in Security Center, and SC can't
turn it on. I'm unable to get to MS update site manually either. IE just
hangs.
(Event ID 1002). OS is XP Home SP2 running on sony vaio. Appears
virus/spyware free. Ran spybot and AOL spyware scans. Is this some type of
group policy issue? Why can't I enable? I have administrator rights.

WindowsUpdate.log mentions that wu agent finds 2 persisted download calls to
restore but warns that it failed to update backup store. Not sure what that
all means. Do I need to remove some type of list of pending updates?
