The site cannot continue because one or more of these Windows services is
not running:
Automatic Updates (allows the site to find, download and install
high-priority updates for your computer)
Background Intelligent Transfer Service (BITS) (helps updates download more
quickly and without problems if the download process is interrupted)
Event Log (keeps a record of updating activities to help with
troubleshooting, if needed)
To make sure these services are running:...

======

Indeed, AU service is turned off because this is what I want. BITS and event
log are running. So does it mean I now can't use the site?

from FAQ:
"If you do not use Automatic Updates, you should visit the site as often as
possible and at least once each week. "

which looks like it should be possible to have AU off, but using the site.

Am I missing something?

Automatic Update can be off:
Right click My Computer and click Properties.
Turn off AU from here.
This is not the same as Automatic Update Service.
You need Automatic Update Service turned on to use Windows Update.
You as others seem to be confusing the two.
