Im using window Vista and I cannot find the panel where to set the base,
treble,and balance etc... Is it all preset with window vista ???? Thank you
for any help.

Control Panel (classic view)> Sound > Click on speakers on 'Playback' tab >
Properties > 'Tone' and 'Level' tabs

It depends on your sound card drivers.
