Some of the PC users in our offices neglect to periodically delete the
Internet Browser Temporary files. I am looking for a way to have this
occurring automatically.

Thanks.

Open Internet Options and click on the Advanced tab. Scroll down to
Security and put a checkmark in the box that says "Empty Temporary Internet
Files folder when browser is closed", click on Apply and then OK.

Just an observation: I have had this box checked for a long time, and it
has never worked for me in either my old IE6 or my current IE7. Never have
figured out why. Any thoughts?

Not really. I've never checked the box. I just assumed it would work.
There is a registry change you can make to force Disk Cleanup to delete all
temporary internet files instead of the standard setting of files older than
seven days but I've never used that registry change either.
