Auto-Login Into Windows Locked Account

I don't know if this is possible, but when I boot my computer, I want it to
automatically log in to my password protected account, but it be locked at
the same time. So if/when I enter my password, all of my programs are
already running. I know I can use the netplwiz command, and this will log in
to my user account but the computer will be unlocked.

The reason I need this is not only do I need my computer secure, but if the
computer rebooted for whatever reason, my programs will continue to run.

The following command in a batch file or shortcut will lock your workstation

rundll32 user32,LockWorkStation

Note: Case is important
